foreign characters (accent marks)

Dear guidos and guidettes,
How do I make foreign accent marks, like the spanish tilda etc on characters on a PC.
Is there a way to make shortcuts like on the mac, for example, command+n=tilda for the next character typed.My question, is there a way to do it without changing system preferences.

You have to either know the code, or change your keyboard settings in Windows, which it appears you don't want to do, correct?
I don't know if there is a program that lets you create shortcuts, though. Perhaps someone else knows more...

I use PopcharX for this. Its rad. You can always get any charater any font, and its handy in teh upper left corner, all apps:
