what is the best way to combine hand drawn and vector? just scan and place into illy, or convert into vector? whats your opiinion?

It depends. I use whatever is best for the situation. Pencil drawings, for example, are best left as Photoshop files placed in Illustrator if you want them to retain the tonality.

expensive though...i hear illustrator cs 2 has a pretty effective auto-trace tool...lots of people still use streamline as well
you can also save as a high res tif which, depending on the style of your artwork, can give you some color control and whatnot

Save your drawing as a bitmap tiff and place it in Illustrator...

Corel OCR Trace is the best imho.... super easy to use, more effective than Streamline.
