smooth pixel technique

  hello,
  I was wondering... I am trying to make smooth pixel art... I've herad that it is done by reducing the color palet of regular images. I can only find the index color reducing option of 256 colors. I want to be able to reduce an image's colors to something like 1000.

  Does anyone know how to do this?

  Real pixel art is done pixel by pixel in Photoshop using the brush tool at 1x1 or whatever. You can reduce the images colors, but as far as I know, true "pixel-art" is done one square at a time. If you're trying to make pixel-icons theres a really neat little program called Icon Art that's free,
