Well yes and no. It's better in the sense that it's more personal, but its worse in the sense that you're actually not congratulating them.

No, lets get to the bottom of this. In general, inspite of language - do you congratulate the newborn or the one(s) that plopped him or her out? Or maybe even the birth itself?I don't know.
