here's a question...what do you do when your department is continually understaffed and each individual becomes responsible for what would be multiple positions?
a) tell you boss to start hiring or you're outta there
b) do the best you can with you time, i.e. take it and shut up
c) insert your answer here

negotiate a pay increase. but have a backup job prepared so you can have leverage.

We fired all of our midgets.
Seriously though I know where you're coming from, I just resigned Monday for similar issues. There's not much you can do to make someone realize this issue, if they already haven't.
I had written proposals outlining how things could run more effectively and whatnot and it was always agreed that it made sense they would just never do anything about it. So I quit, and it was a tough decision, I've been with them for 6 years and it's only 7 of us, so you get close to the people you work with, anyhow...best of luck.

you could also contact the offices of Slipp & Fall, but those kinds of shrewd tactics are usually frown upon.

You tell them what you are doing - what you should be doing given your position - and then ask for either a raise, promotion, both, or for them to hire more folk.
Be professional and upfront.
