resample image for dvd 11 Response

  hey just a quick topic to see if you cats have any ideas on the best method to resample a 1600 x 1200 image to 720 x 480 and still keep the best quality . from what i can tell, nearest neighbor works the best.

  Isnt Bicubic always better?...except that some prefer to try nearest neighbor when upsizing, to minimize blurring I presume?
