Yeah it does make em out to be pussies. But they fought and won an election on withdrawing from Iraq - even before the terrorist attacks. They opposed Spanish troops in Iraq on principle because it was violating international law, and they say they dont want to continue breaking the law. (whatever that is). It's a tricky situation for them, changing their principles to spite the terrorsists.
