Does anyone know how to get Flash video to play at the right speed inside a loaded swf. synchronize frame rate? Does the parent movie have to be the same frame rate as the swf, as the original mov?

The loaded movie inhereits the frame rate of the parent, as far as I know.
I'd highly suggest matching the frame rates for best results.

all movies called into a parent swf will attempt to fit at 100% scale. ie a 640x480 clip into a 320x240 movie; only the upper left corner will be seen. the same applies to frame rates as well. if a parent movie is at 15fpm all clips called in will playback at 15fpm.

Not true, you can indeed have flash video at different frame rates if you do it right. Check the mm site, they have plenty of tutorials.

"Besides eliminating one step in your production workflow, external .flvs will play at a frame rate independent of the movie that hosts them"
Half way down the page it tells you all about it.
