I didnt know how to make a multipage form and this is only going to be up for a month until the developer creates a true multipage form......tell me what you think

yeah its a bit..... but this is already after they have been qualified or they have been contacted by us.
Now they keep adding more text to the damn thing....I mean it barely fits 800x600 unless its full screen and then it still doesnt fit....and now they want more shit in there.... this is getting out of hand....

I see why you would leave the scrolls in the page but if you want to make it seem as if they are filling out a multi page form, I would remove the scroll bars and force them to use the back and next button. The scrolling only gets confusing with the next and people who don't know what is going on.
It looks pretty good. I agree with the buttons moving. Maybe an iframe that keeps the buttons in 1 place and just jumps from name anchor to name anchor?
It's has it's own interface, make it easier to use it.

That, sir, is far better than a multipage form. Take off the scrollbars with "overflow: hidden" and I think you've got it (leaving the scrollbars make it looks amateur).
Make sure that you convince the company that this is a much better solution than a multi-page form.
Note that you can also use the CSS "display" property and a tiny bit of JavaScript to achieve the same effect. That can keep scrolling from happening at all and is in my optionion a more elegant solution.
Either way, nice work! Much better than a multipage form.

i second blueman, i hate how the buttons move up and down. i'm lazy and don't like to have to move my mouse around if i have to keep clicking a next/previous button.
