What 2 charge 4 freelance job?

I'm working on my first freelance job outside of my current employer, but have never had to submit a proposal before. The freelance job is for a small skateshop. They want a hybrid site mostly of html with a bit a flash here and there. It will consist of probably a 1/2 dozen pages, an e-zine, and a small e-commerce package (probably have them purchase an outside vender for that, like cart-it or something). What would be a good $ to ask for doing something like this?

Go by your hourly rate.
Determine how long it will take you to do the site, breaking it down by design phase (with client approvals), revisions, Flash, site construction and so on.
Then, calculate the hours and add an additional 10-20 percent for padding in case the client is a pain-in-the-ass.
Also, add in a stipulation that requires the client to pay hourly for anything beyond the initial scope of the project (like adding new sections to the nav, etc.) and be sure to get it in writing.
