Who exactly are they supposed to keep-out?
I've been working close to a "person"who complains aloud ALL THE TIME about everything. I got sick last friday during the day with the flu and I had to make due with some toilet paper for a while. So I got a :"could you switch your paper please, the sound it makes makes me cringe like nails on chalkboard, you are disturbing my work." Or like if we get a software upgrade said person is usualy shouting:"I don't knowww how to change these settiiiiinnngggss" instead of just looking in the stupid options roll-out.
Do human resources screen-out annoying people or they just pick people based on their obediency to the boss?

Did you ask that person not to disturb you with his/her noise? Like "keep it to yourself!!"

Tip:
Buy headphones and live in your own world. The annoying person will learn soon enough that they're not getting your attention (which is what they're after).

Human Resource people piss me off bigtime, they are BIG dopes that's what I think. I don't mean to generalize, but for god's sake 99% of them have their heads up their you know what. I don't get it, especially the ones with exactly 0 creative skills that are supposed to hire creative people. It just makes me laugh.

I hate them too, they seem to be more of a reference in quick prejudices rather than human relations.
