does anyone know of a program or plugin that can do batch resizes/optimizing for images? You know, say I have 30 images of various sizes and I want to make them all no larger than 240 pixels high?
As far as I know, neither Photoshop nor Fireworks do this.

er... BOTH photoshop and fireworks do this.

create an action in photoshop doing whatever resizing and optimization / save for web / whatever that you want to have repeated.
then file->automate->batch and select the action that you just created from the menu. choose the folder with your original images, hit ok and sit back and have a beer.

of course i would recommend doing this in PS.
it has a good batch command setup. you can also do this in a series of recorded actions.
pound on the F1 key for some good details. it is really quite easy, but i dont have it open in front of me, so i might tell you a wrong step or something.

you can even drag the action out of the "actions palette" and create an "action droplet" ...
sorta like a mini-exe that you can drag and drop onto any file that you'd like it to be applied to.
