Is there a way to publish a Flash 5 swf file that has imported images and have Flash leave original compression settings alone? There are two extremely vague settings. One in Bitmap Properties and the other in Publish settings.

Right click on the JPG in your librate and make sure "use imported JPG data" is selected and Flash will no re-compress the JPG. Always compress your JPS outside flash to whatever filesize you want, make sure this checkbox is checked and set the compression to 100% in your export SWF movie settings.
