if threat of legal action doesnt do the trick, i'm not sure there are many options... pretty clear cut case on your side though.
Impoverished as I am, if i was in your shoes I'd go to a nearby university and drop in on the Legal Services department. They have law students that will take your case for free, or a nominal fee (at least thats the case here)... and i doubt they could really fuck this one up. Legal threats from a lawyer might do the job before you ever have togo to court.
Until then perhaps a few third party emails will help dude remember his english... seems he knew english well enough to come up with
