I don't think whose to blame matters as much as the fact that you have a five year old out of control and something has to be done. The teachers aren'r really allowed to touch the kids that much when thier young so you have to do somthing. Getting the polcie involved is sometimes a necessary evil. I don't think you need 5 policemen or a policeman that has to rub it in. But whose fault it is at the time of the incident is sort of irrelvant. Is like saying a muderer has this reason and that reason as to why they are what they are.
