I think it's a good idea.
Otherwise NT would still be filled with angry threads about how clients choosed their son in laws or what have you to do their designs instead of going to a bureau. Also that whole thing about them wanting to take charge over the whole design operation if they finally choose you over that son in law. Yeah, all that stuff you see on NT.Design is not necessarly art. Artist wouldn't need a certification.
Oh, and this thing has already been discussed here...
