It's a scary weapon. It's considered 'safe', so the police are less reluctant to shoot at people with it. I've seen protesting farmers on TV who were blocking a road. The police removed them using rubber bullets. It worked almost momentarily. One of the farmers stood holding his hands to his face and he had a red splash where he used to have an eye. I can't forget this scene. These guns are terrible.
