Ok wtf.. Ramanisky2's post broke my mind so much i had to open it in Photoshop to see what the hell....
Here it is with guides:
So i was like WTF. it has to be arrows... So removed arrows.
So i was like OK WTF. It has to be that there are 2 of them...
So finally i was like... there's no way... theres just no way...

- Yeah i feel like the gradient and contrast between darker and lighter gives the illusion that the 'edge' of the circle is moving....mantrakid
- What i DONT get is if you watch any of the ones without arrows, it still seems to be 'shifting' at various points to give different illusions..mantrakid
- There might be trickery in the gradient itself like the speed it shifts or something...mantrakid
- The slight edge on each of the rings is important too. They look like lo-res artefacts but it's a key bit of the illusion.MrT

- Its the gradient stroke on the inside and outside of the circles that have a slight bevel effect. So when it spins your eyes get tricked that is moving.Sellies
- Take out 2px of stroke inside & out, and you will see it not moving. The other links have that same visual effect. Zoom in see the stroke colour.Sellies
