    I think the quotes below answer my question. I was literally talking about a section or neighborhood in the U.K. where someone may stop a tourist or "outsider" and ask them questions, or if a girl was walking down a certain street in a skimpy outfit and would get harassed for dressing like that.

    Poor areas or gang territory is obviously an issue all over the world.
