to be fair about the stylistic differences of the technology (CG aside)
Chiang et al, have always said that the plan was to shift the tech slowly towards ep4 stylings. Actually this has always been Lucas' plan - theres an interview with chiang in the episode 1 art book i believe where this is stated.
(not counting anakin's episode II hand)
(i.e. the effects of war over 50 years - not to mention if you were to draw a parallel between art deco/nouveau and modernism)
however, no explanation for the stupid cow riding scene has ever been given.
