    a simple blame hierarchy

    1. the person/people who committed the crime
    2. those who directly supported this person/people
    3. those in whose name or who directed this person (e.g. ISIS)
    4. those who created the conditions for this 'director' to exist

    focussing blame on all 1.8 billion muslims or all refugees is missing the point.

    It's worth not losing sight of the fact that France last year declared war with ISIS and the ISIS playbook specifically aims to target the "grey zone" in order to divide normal muslims from everyone else.
