Assange is playing with the power of the world. He's clearly making some strategic calculations to get Trump elected. I am not sure which is more terrifying, Trump as President or the whimsical power that this man is dangling in front of the entire world.
If he had integrity, the "leaks" (I'll call it "real" propaganda) would have come out prior to Bernie stepping down. Particularly if there is info that could indict Hillary.
My guess is the hacking went on for a long time and they just waited until it could do the most damage. Who's responsible for the timing? That, to me, is the most important thing. At this moment, it's Assange.
This is terrifying. He could determine the entire election (and I am sure Trump would give him a free pass once elected).
