no! they called it 10 for the most bizarre reason.
the thing is that there is a bunch of softwares that try to recognize which windows they're running on, and most codes use a condition searching for the string "Windows 9*" so it caches windows 95 thru 98
to avoid that to recognize the new windows as a 95 version, they skipped a number.
that's what I've read online
