I had the same problem 2 years ago, ended up buying the mfc-j6510dw. it has a A3 scanner, and It's incredibly cheap. Didn't find any other cheap A3 scanner.
If you print on special inkjet paper, it gives quite good results. But ink isn't cheap. And the whole thing is made of cheap plastic, but it works!
I bought a fast b&w A4 laser printer for the daily prints.
