I guess I wasn't clear that I fixed it. I reset the new airport express four times before it worked. I created a new network because replacing the old network consistently failed or was greed out as an option. After I gained Internet access I renamed the new network the same as the original. Airport routers can be entirely bitchful but something tells me they're easier than other options.
