if you're considering new user registration, might you be able to tie it in to people's accounts - ie. have it on a sort of recommendation basis, and have it so that the new user reg page is somewhat uniquely 'tokenised' with the recommending member's username and a hash affiliated to the link.
That way you could have a 'public-facing' url that can't be too easily abused, and in the event that it is, the token chain can be used to block not only the offending member's account, but anyone guilty of knowingly inviting them in as a spammer, or whatever.
