Find a developer who "gets it", rather than just beavers away taking everything literally.
Because the reality is that every project is different, and even different elements may have different break points (say your navigation might reflow or change at different points than the content does). If you have someone who is on a similar wavelength to you then you can trust them on making the right decisions.
*of course, all easier said than done.
