Privately, they may be saying the "account is up for review" like "Coca Cola is opening up the Diet Cherry Coke account for review, announcing that current agency XYZ has not met expectations"... they're not yet asking for all those pitches, but believe me, somebody is getting ready to get that account.... lots of consultants being called,etc... then agencies may be invited to pitch for the account... this is not "for everyone" but many agencies try to get consultants to pitch them,etc...
Otherwise, there can be a public RFP, or request for proposals... ususally these are not worth it, except in certain circumstances.
