When your client has a set of toolbars using IE7 with windows XP in 2014, then its your job to tell him to move on and upgrade. Nobody, not even my 60 yo dad does it these days.
The design community (esp web design) has worked hard the last years to build design guidelines that don't give a damn about viewport dimensions, remember 'responsive'? Sometimes it's the designer who has to upgrade his own skillset and his points of view.
