I don't even understand why you're making fun of someone who can't code. Most designers don't know shit about code, and would never bother with it. Not only because it's a massive departure from actual design, but also because it's almost entirely pointless when all you need is a portfolio, which is what this guy needs. I say this because I'm in the same boat.
The website you linked to can be created in only a few minutes, without code, in WYSIWYG website design tools (Muse). The guy is building a website with the proud disclaimer he did so without knowing code. I say good for him.
