  It just blocks transmission of the data. You can still record video and audio and then send it from outside the area (which has to have some sort of limit to the range).
  If implemented, it will certainly be abused (that's what we humans do), but if it's really that urgent to get out to the world, moving a few blocks over and transmitting shouldn't be that big a deal.
