The dude thought he's all powerful and crossed the line (by molesting the 13 YO). Then the whole US of A got hold of his testicles (something much of the nation doesn't really posses, judging by its love of the armed forces) and chopped them off. The dude is so paranoid he's even afraid to "give flowers to a woman." This probably comments more on what a witch-hunt does to a person than on equality of men and women.
