This happened a while ago, there were petitions (which I gladly signed and encouraged everyone I know to sign) before the bill, then after the bill.
It was a shit move by the Democrats that sponsored the bill, stuck in at the last minute. I pray they lose their seats. Personally, I don't blame Obama, though I do blame Washington in general for allowing these earmarks to be snuck in.
This takes the power away from the courts and hands it to the corporations, pure lobbying power and corruption. An excellent example of how America is run by corporations with total disregard for the safety and health of the citizens.
F*cking insane, imho.
