  ^ hmm...

  this is maybe what they're hoping - to stoke racial tension. If they can generate a heavy-handed response from the authorities and outraged nationalists, then they can recruit more people to the cause - "we need to defend ourselves against the oppressors... etc"

  Of course, I'm assuming they're capable of rational thought (which is a huge assumption... they did look totally out of it).
