Just to clarify, it's a custom built CMS that targets a particular industry. Installed base quite small but reasonably tech savvy.
Looking at making the actual CMS responsive - it's being rebuilt completely from scratch (big project) so probably the way to go. Could help stay somewhat ahead of the competition in this particular industry.
Looking at Bootstrap with LESS so far as the most likely option.
