Too bad your client can't recognize the flaws in this.
If user 2 pays for user 1 to review them and it's bad, you're paying money to be knocked in the public space. But then you say comments are admin approved, which makes me think that really negative comments wouldn't be published. Which means it's curated. Once the public knows the reviews are curated or slanted, no one will use it (assuming the captured an audience at all).
I know, not your prob. You need to make it, you didn't come up with it.
