  I would prefer to use the animate function in PS, if you only want to fade up the images... you can copy opacity keyframes onto other layers real quick...

  Open up animation from the window dropdown
  hit stop watch on the opacity bar. change opacity to 0
  move to the time you want it to fade up, change opacity to 100

  highlight both key frames click on fly out menu top right of animation window, chose copy key frames.
  move to other layer chose paste key frames.

  Repeat for each JPG...

  This should be a pretty quick workflow...
