  Even though Orcs and goblins are the same race, Tolkien seems to make subtle indications that they are different lineages or tribes of the same breed, and the Orcs of LoTR are more fierce. People who study Tolkien feel it was less intentional and more evolutionary, as he preferred the term Orcs over goblins by the time he wrote LoTR and wanted them even more fierce than described in the Hobbit.
