There are plenty of themes that allow for basic design changes (header image, background pattern, colors, fonts, etc...) but eventually you're going to run into a wall where the client wants to customize something that can't be done from within the theme's admin panel.
At that point it can get tricky, as those types of themes are kind of a pain to make custom edits on while still maintaining all of the functionality.
So I guess consider this a word of warning. I'd stress to the client that they can have control over the design, but with certain limits that may be costly to surpass.
