  It happens all day long. A president's/judge's/etc religious values has influence on our government. So did our founding fathers religion play a role in creating such a great country. So no I dont think they wanted to keep all religion values out of our government business. But, yes today we have been pushed beyond the correct interpretation of what was once meant to keep government out of religion and allow freedom of religion.
