Been freelance for a loooong time. Like rodzilla said, it's all about networking... and maintaining the network you create - seriously. Use LinkedIN, and maybe even pay for it - that way you'll make networking an important part of it (shit, you're paying for it right?). Get contacts, keep in touch with those contacts, get your name out there, and most importantly always do GREAT work. And be legit about everything (legit as in biz-legit). Don't just be some guy working side jobs using your social security number and doing your taxes online by yourself at H&RBlock.com.
Build up cash flow (again, very important), a lot of it.
Building a lil agency - A lot of folks have done it and became pretty successful. There are a ton of great small studios like that. There's also a lot that have failed. I never went that route because I never wanted to get too much in the business side of things, wanted to stay on the creative side, and am just generally very happy where I'm at. Don't feel the need to do all that. However, if you do decide to build a lil agency, do it with people you get along with VERY well, not just because you all do great work.
