    You act as though taking care of a Downs kid is the same as taking care of a regular kid. Parents either have to quit their jobs or hire outside, specialized, help in order to care for the child. The costs are enormous, both financially and emotionally, and last for the lifetime of the child if not longer.
    The reasons those tests exist is so people can be prepared for what's coming. It's not like they're dumping the kid and pocketing the money. That money is likely going to go to caring for this person for the REST OF THEIR LIVES.
