  I did this a while back.

  to start off, create vertical guides (in this example i used them unevenly spaced, but it actually looks better evenly spaced, imo). the more guides, the less refraction (sort of) you will achieve. do a selection between each of the guides and flip horizontally.
  that is the basic effect that worked for me, but you will probably work with partially blurred areas or feathered selections. Good luck.
