you should wait premiere to create a playable proxy for it.
the file must be on your hard drive (hopefully a SATAII drive)
if you're creating a 4:3 project, why not convert the 16:9 full hd to 4:3 sd?also, you should not worry about playback actually, just scrub thru the video and make sure its ok and render.
otherwise, you should buy a multi core machine if you want to go to video-editing/motion design.
