    Is there a CMS back end?

    Does it have to be "the same" or is this a competitor asking for a "site like this one"

    Developers quote based on uncertainties, often from having had pandora's box experiences in the past, also we guess the number of meetings and revisions and multiply by $x

    A more precise list of requirements will usually get you closer estimates.
