  No. it is an old issue that was never resolved in CS 2 or earlier. You have a corrupt font and that is preventing the color swatch libraries to load and the support need for it as well you have to find the corrupt font and you have to clear your font cache and rest the settings folder as well. I believe there is no other solution, find the font(s) In older versions fonts loaded then the pantone swatches when the font corrupts the launch the pantone cannot load.
