Might be in respect to the dead, with natural disasters I don't think you need to parade dead bodies around the media because you don't have to justify the actions against a perpetrator.
If it's war crimes then you want pics of the bodies to justify getting the fucker who did them.
I also think the disaster being in a more developed country makes a big difference too.
- as I recall in Haiti dead body shots were everywhere - we may see them yetadumbratesly
