    I would say that about 99.99% of all the jobs I work on have a composer and we finish at an audio house that has it's own libraries. But on the occasional cheaper job I've used music library sites like apmmusic (get in touch with a producer there - they're great), and it's not a bad idea to spring the cash for 'the general' a sound ideas library of sfx that covers all the basics. But I have to admit, sound is not something I usually have to deal with other than giving creative direction.
