The original is usually always better executed than a rip or "inspired" version. Mostly because the original artist takes into account the most important details of the composition breathe some soul into it.
This could just be a poorly executed nod to the original, maybe they're trying to say something about their personality here. Maybe they're trying to say "We'll be slightly lazy in our approach to health and nutrition for your children, disguised as effort." But, all signs point to them attempting to show themselves as progressive.
In the end, does it really matter? It's a city government run program -- they probably hired a student to do that or didn't pay for it at all.
