If you're not particularly used to using a Graphics Tablet, this is a fairly inefficient way of going about things. imho, you'd be better off 'painting with a brick' as Scarabin puts it, rather than getting to grips with a flawed interpretation of an entirely new work flow.
Mind you, things really depend upon what type of end result you're going for - if you absolutely need digitally-rendered brush strokes, then a Wacom is the way to go.
Otherwise - scan, convert/trace within Photoshop/Illustrator &c.
If you're just looking to spunk some cash on another consumer toy, to leave it gathering dust in the corner for the next few years, go right ahead.
